Interested companies must apply no later than June 14, 2026.

Canadian delegation profile

Canadian companies applying to take part in the delegation must meet the following requirements:

• be profit-oriented, SMEs incorporated in Canada
• have previous experience in commercializing technology for domestic and/or international markets
• have the capacity and interest to co-develop technology with Dutch partners
• be committed to expanding activities to the Dutch markets
• have sufficient working capital and human resources to undertake a multi-year co-innovation project and commercialize the results

Delegation program

The delegation will take place over a five-day period in September 2026, and will include:

• participation in the European Space Agency (ESA) Industry Space Days (ISD)
• pre-arranged business-to-business (B2B) activities
• visits to key quantum and space sector-related sites
• ecosystem briefings across major Dutch quantum and space innovation hubs

The delegation is designed to promote discussions on commercialization-oriented R&D collaboration opportunities. Elements of the program may also include:

• participation in Canada-specific ESA programming
• one-on-one B2B meetings with ESA stakeholders and Dutch companies
• pitch sessions and structured networking activities

Areas of focus

• Secure satellite communication and data transmission
• Quantum communication, quantum-safe cryptography, and intelligent network management for resilient space-ground linkage
• Earth observation and advanced sensing applications
• Quantum sensing, imaging, and AI-driven analytics for environmental monitoring, surveillance, and space-based data services
• Positioning, navigation and timing (PNT) solutions
• Quantum timing and sensing combined with AI for resilient navigation in GNSS-denied or contested environments
• Onboard data processing and high-performance computing
• Hybrid quantum-classical computing and AI for optimization, simulation, and real-time processing in space systems
• Technologies for space system integration
• Photonics, advanced materials, intelligent system integration supporting deployment of quantum capabilities in space environments

Why the Netherlands

The space sector is a priority area for Canada. This sector is supported by advances in quantum-enabling technologies and artificial intelligence (AI). Canada and the Netherlands are both recognized as major players in the development of quantum technologies and are like-minded partners in their approach. The Canada–Netherlands Science, Technology and Innovation Memorandum of Understanding identifies quantum technologies as a key priority.

The National Research Council of Canada forecasts that the quantum sector could reach a value of $142.4 billion and support 229,000 Canadian jobs by 2040.

The Netherlands has key innovation hubs in:

• Delft
• Eindhoven
• Leiden
• Enschede
• Amsterdam

The country has identified quantum technologies and their application to the space sector as a major area for innovation and international collaboration.

The Dutch ecosystem is highly organized and well-funded. It brings together major research institutions, applied research organizations, dynamic start-ups, and a strong base of highly skilled talent. This ecosystem operates within a mature innovation culture.

The convergence of space technologies, quantum-enabling technologies, and artificial intelligence (AI) is reshaping the global space sector. It enables next-generation capabilities such as secure communications, advanced sensing, and high-performance data processing.

This initiative is organized around the European Space Agency’s Industry Space Days, which will take place on September 16 and 17, 2026. These Space Days are designed to foster cooperation across the entire space value chain.

Participation in this delegation will:

• provide Canadian companies with insights into the Dutch quantum landscape
• facilitate engagement with the European Space Agency (ESA) and other key stakeholders
• help identify commercialization-focused research and development opportunities related to quantum hardware, communications, and sensor technologies for space applications

Financial support

The Canadian International Innovation Program (CIIP) may provide financial support to eligible Canadian participants for up to 50% of

• economy class airfare
• local transportation
• accommodation
• per diem
• conference registration fees

Non-profits are not eligible for CIIP financial support.

• Completed application forms are due no later than June 14, 2026.
• Global Affairs Canada, through the Embassy of Canada to the Netherlands and the National Quantum Strategy (NQS) Secretariat will select the Canadian companies that will participate in the delegation. Selected applicants will be notified by June 23, 2026.
• Selected companies will be invited to apply for financial support for travel expenses.

Important notes

Participation is limited. Applications submitted will be assessed and vetted to determine eligibility based on the quality of the information provided. In addition to the technical merits of the proposed technology, the company's internal capacity to adequately support and manage an international R&D project with Dutch partners will also be assessed.

Universities, research technology organizations (RTOs), incubators and industry associations are invited to apply for the delegation but will not be eligible for financial support for travel or participation costs.
